City Attorney — Emily O’Donnell

Chief of Staff — Brent Goldberg

  • Former chief business officer for Hamilton County Schools
  • Also worked as COO for the City of Chattanooga

Chief Policy Officer — Joda Thongnopnua

  • Former director of strategic initiatives and communications at the Community Foundation of Greater Chattanooga
  • Former executive director of urban policy research organization, the Metro Ideas Project

Community Health Officer — Dr. Mary Lambert

  • Previously worked at the U. S. Department of Veterans Affairs, the CDC, the FDA, and the Department of Health and Human Services
  • Top priorities include helping navigate Chattanooga out of the pandemic, increasing the rate of COVID-19 vaccinations, and reducing health disparities across the city

Deputy Chief of Staff — Julia Bursch

  • Former director of operations + special projects for River City Co.

Director of Community Engagement — Ronald Elliott

  • Former director of community outreach for the office of family empowerment

Director of Innovation Delivery and Performance — Chris Anderson

  • Former District 7 city councilman

Director of Policy Planning and Implementation — Brooke Satterfield

  • Served as special projects manager under former Mayor Andy Berke

Director of Special Projects — Ellis Smith

  • Served as director of coalition + policy for Kelly’s mayoral campaign
  • Former chief marketing officer of Kelly’s companies

Interim Administrator of Economic and Community Development — Anthony Sammons

  • Served as deputy chief operating officer under Mayor Berke

Interim Deputy Administrator of Economic Development — Jermaine Freeman

  • Served as deputy chief of staff under Mayor Berke
